		<description><![CDATA[There is a need for this kind of legislation.  The fact that it won&#039;t solve the entire problem doesn&#039;t mean we shouldn&#039;t have it.

When CA passed the seatbelt law, there was an approx 40% compliance with seat belt use.  Now some 15? years later, there is more than 90% compliance.  Everyone said the same thing--&quot;How will it be enforced?&quot;  Now we have a generation of drivers that use seat belts pretty much across the board (and we still have a few  idiots who don&#039;t.)

I volunteer for the CA AB1634 campaign and I have been called a communist by one breeder(an AKC judge) and a racial profiler by another (and plenty of other things not apprpriate for a blog).  When they ask me how it will be enforced, I tell them the same thing a CHP told me when he pulled ME over when I was among many speeders on the freeway: &quot;When you go fishing, you don&#039;t catch all the fish!&quot;.  

Police departments, city governments, the Humane officers of CA and many others support mandatory spay neuter.  It&#039;s time the state provided legislation to address this issue.]]></description>
